The University of California Draws Almost 250,000 Applications in 2025

February 15, 2025

The University of California (UC) has released its preliminary undergraduate application numbers for Fall 2025, revealing interesting shifts in application patterns across its nine undergraduate campuses. The data shows significant growth from international students and a notable increase in the number of applications to UC Merced.

Overall Trends

The preliminary undergraduate application numbers show a slight overall decline in applicants compared to the previous year. In its recent application cycle, the UC system received a total of 249,824 applications, about 0.5% less than in the fall of 2024 (250,959 applications).

First-year California residents remain the largest group of applicants, although their number dropped by 2.6% from the previous year. However, international student applications increased by 8.7%.

International Applications on the Rise

International students now comprise 16% of all first-year applications to the UC system, with some campuses seeing even higher proportions. UC Berkeley, UC Davis, and UC San Diego lead in international interest, each receiving approximately 19-20% of their first-year applications from international students. This reflects the UC system's growing global appeal and reputation for academic excellence.

UC Merced's Remarkable Growth

The most striking trend in this year's data is UC Merced's extraordinary growth trajectory. The campus received 51,745 applications, a dramatic 44.9% increase from the 35,714 applications in 2024. As the system's newest campus, Merced's growth significantly outpaced all other UC campuses. California residents comprise 87% of its first-year applicant pool, the highest percentage of in-state applicants among all UC campuses (tied with UC Riverside). Recently, UC Merced was also classified as an R1 university, now recognizing all UC campuses as top-tier research institutions. Read more about R1 universities here.

Traditional Favorites Maintain Appeal

With over 173,000 applications, the highest number in the nation, UCLA remains a top choice by students worldwide. UC Berkeley and UC San Diego also maintained their strong appeal, with approximately 150,000 and 160,000 total applications, respectively.

Campus-by-Campus Changes

Most UC campuses saw increased application numbers, with UC Riverside showing the second-highest growth at 17.9% (82,904 applications). UC Davis experienced a 4.2% rise with 120,131 applications, while UC Berkeley saw a 3% increase to 150,109 applications. UC San Diego and UC Irvine showed modest gains of 2% and 1.2%, respectively. However, UC Santa Cruz experienced a 7.2% decline with 77,773 applications, while UCLA remained relatively stable with a slight 0.1% decrease.

California Resident Access

While international and out-of-state applications continue to grow, the UC system maintains its commitment to California residents. Across all campuses, California residents comprise the majority of applicants, with particularly strong representation at UC Merced and UC Riverside.

The numbers showcase the UC system's dual role as both a world-class global institution and a crucial pathway for California residents pursuing higher education.

Decisions in Spring

The UC's comprehensive review process is still ongoing for a few more weeks. First-year applicants can expect to receive their admission decisions in March 2025, while those looking to transfer will be notified by mid-April 2025. Admitted first-year students will have until May 1 to accept their offers, with transfer applicants having until June 1 to make their decisions.

Conclusion

The Fall 2025 application cycle reflects the evolving landscape of higher education in California. The increase in international applications (+8.7%) and transfer applications (+1.9%) demonstrates the UC system's continuing appeal to diverse student populations.

The UC Merced success story, with its 44.9% increase in applications compared to 2024, particularly highlights the potential for growth and innovation within the UC system. This surge in interest, combined with stable or increasing application numbers at most campuses, reinforces the UC system's position as a leading choice for higher education.
